Sounds like an interesting project.  To find standard tubing that fits together tends to be a little sloppy.  If you wanted to buy expensive tubing ie DOM (Drawn Over Mandrel), that removes the weld seam inside the tubing.  The tubing would fit a little tighter.  You could look for something already built  such as a heavy duty telescoping paint roller.  If you want, send a picture of your project and I may be able to think up some more solutions!
